He challenged leaders to reject the notion that external aid will save Rwanda, stating, 'If anyone thinks that anyone from the outside will come to save us, you are mistaken.'

He highlighted the country's remarkable transformation after the 1994 Genocide against the Tutsi, attributing it to the collective effort and shared responsibility of its citizens and leaders. 'Where Rwanda has come from, and where it is today, it is because of all of you here and the Rwandans you lead,' he said. 'To ensure things continue to improve, you cannot become complacent... Do not just be beneficiaries of the work others have done; make your contribution.'
The President also addressed Africa's development challenges, questioning why many African countries have not significantly advanced. He argued that the solution lies within Africa itself, challenging leaders to find solutions and take responsibility for their nation's progress. 'We must find a solution to our problems within ourselves,' he said. 'All people reach a point where they say they want to progress and live better lives. If that is true, then do it; it is possible.'
